Biographical Sketch
Goldwin Arthur Martin, commonly known as G. Arthur Martin, was born on May 17, 1913, in Huntsville, Ontario. After his family moved to Toronto, Martin attended Oakwood Collegiate. He then attended the University of Toronto, where he served as the President of the University Law Society. He graduated with a BA and as a Gold Medallist in 1935. That same year, Martin was admitted to Osgoode Hall Law School. He was again a Gold Medallist and recipient of the Van Koughnet Scholarship upon his call to the Bar in June of 1938. He completed his articles with the law firm of Gordon, Mortimer, Kennedy & Doherty.
 
Martin's career as a criminal defence lawyer was both prolific and successful. He defended individuals including Donald "Mickey" MacDonald, William Bohozuk, and, most notably, Steven Truscott. He was appointed a King's Counsel in 1945, and became a member of the Bar of British Columbia in 1950. In 1973, Martin was appointed a justice of the Ontario Court of Appeal, a position he held until his retirement from the bench in 1988.
 
In addition to his legal practice, Martin was a legal educator, teaching criminal law and procedure part-time at Osgoode Hall Law School from 1942 until 1956, after which time he became an honorary lecturer. He also served as head of the criminal procedure section of the Law Society of Upper Canada's Bar Admission Course and lectured at the Ontario Police College.
 
Throughout his career, Martin participated in a variety of legal reform projects, including the development of universal legal aid, as well as bail and prison reforms. He was also a vocal opponent of the death penalty and an advocate for insanity defence in Canada. In 1965, he was appointed Vice-Chair of the Canadian Committee on Corrections, which in 1969 produced the Report of the Canadian Committee on Corrections, or the "Ouimet Report." In the area of judicial appointments, he served as a member and Chair of the National Committee on the Judiciary from 1967 to 1973. After his retirement from the bench, Martin chaired the Attorney General's Advisory Committee on Charge Screening, Disclosure and Resolution Discussions, which produced a 1993 report commonly referred to as the "Martin Report."
 
Martin was involved in a number of professional associations, including the Canadian Bar Association, the York County Law Association, the Lawyers Club, the Phi Delta Phi fraternity and the International Commission of Jurists. He was a regular guest lecturer at the Northwestern University School of Law in Chicago. Most notably, Martin had a long-standing association with the Law Society of Upper Canada, serving first as a bencher and then Treasurer of the Society. He was elected a bencher in 1956, a position he held until his election as Treasurer in May of 1970. While a bencher, Martin served on a number of committees of Convocation, including the Discipline Committee, Reporting Committee, Continuing Education Committee, Professional Conduct Committee, and Legal Aid Committee. Following his term as Treasurer, Martin sat as an ex-officio bencher until his death.
 
Martin authored a number of articles and texts on legal topics, including articles on police detention and arrest, doctors and the courts, as well as a 1997 book entitled "G. Arthur Martin: essays on aspects of criminal practice". Martin's speech given at the 1992 Bernard Cohn Memorial Lecture, entitled "Reflections on a half-century of criminal practice" was published in 2005's "Counsel for the defence: the Bernard Cohn Memorial Lectures in Criminal Law," edited by Edward Greenspan.
 
Among the many honours received during his career were Martin's appointments as an Officer (1991) and Companion (1997) to the Order of Canada. He also received an honorary Doctor of Laws degree from Queen's University in May 1962. Other awards included a Distinguished Humanitarian Service Award from the John Howard Society of Ontario in May 1975, a Distinguished Alumnus Award from the Law Alumni Association of the University of Toronto in September 1985, and the Osgoode Hall Law School Alumni Association's Award of Excellence (the Robinette Medal) in April 1986. The Criminal Lawyers' Association presents the annual G. Arthur Martin Criminal Justice Medal for outstanding contribution to criminal justice, which Martin accepted in 1989 as the award's inaugural recipient.
 
G. Arthur Martin died in Toronto, Ontario, on February 28th, 2001.
 
Scope and Content
Fonds consists of records documenting the legal career of G. Arthur Martin, a prominent criminal lawyer in Ontario. The records in the fonds document his work as a criminal defence lawyer and legal educator, his association with the Law Society of Upper Canada as a bencher and Treasurer, as well as his participation in committees and organizations concerned with corrections and law reform, particularly his involvement with the Canadian Committee on Corrections. Records in the fonds also document his involvement with the National Committee on the Judiciary. A small number of personal records are included in the fonds. The fonds has two sous-fonds, which contain records created and accumulated by two law partners, Robert J. Carter and E. Patrick Hartt.
 
Restrictions
Several series of records in the fonds are open to research, while access to the others requires the permission of the corporate secretary.

Scope and Content
Series consists of records pertaining to G. Arthur Martin's work as Vice-Chairman of the Canadian Committee on Corrections, a committee established on 1 June 1965 by Guy Favreau, Minister of Justice, to study the field of corrections and recommend changes to laws and practices to ensure the protection of the individual and the community. The records in this series document the committee's work to both accumulate information and prepare a final report; Martin's role as author of a number of the report's chapters; and the collaboration between committee chairman Roger Ouimet and Martin. These records include correspondence, memoranda, drafts, papers, briefs, notes, reports and minutes.
